A declassified U.S. document has shown that the Central Intelligence Agency (CIA) attempted to make key conservative politician Taketora Ogata Japan's prime minister in the 1950s, in a bid to place the nation under U.S. control. The document describes a plan by the CIA to make Ogata -- former leader of the Japan Liberal Party, who played a leading role in merging conservative parties into the Liberal Democratic Party (LDP) in 1955 -- the prime minister, adding that it would allow the United States to manipulate the Japanese government to suit its interests. Waseda University Prof. Taketoshi Yamamoto, Hitotsubashi University postgraduate school Prof. Tetsuro Kato and Rikkyo University instructor Noriaki Yoshida took a year to analyze the five-volume, 1,000-page CIA document declassified in 2005.

 1955年の自民党結党にあたり、米国が保守合同を先導した緒方竹虎・自由党総裁を通じて対日政治工作を行っていた実態が25日、CIA(米中央情報局)文書(緒方ファイル)から分かった。CIAは緒方を「我々は彼を首相にすることができるかもしれない。実現すれば、日本政府を米政府の利害に沿って動かせるようになろう」と最大級の評価で位置付け、緒方と米要人の人脈作りや情報交換などを進めていた。米国が占領終了後も日本を影響下に置こうとしたことを裏付ける戦後政治史の一級資料と言える。
山本武利早稲田大教授(メディア史)と加藤哲郎一橋大大学院教授(政治学)、
吉田則昭立教大兼任講師(メディア史)が、05年に機密解除された米公文書館の緒方ファイル全5冊約1000ページを、約1年かけて分析した。
