Because the D–Notice System belongs not just to officials and government but equally to the media, this book is unusually both an official record and a media history, and its content and style reflect this. It is written for several audiences: for academe, with appropriate sources and cross-references; for officials/military/spooks and journalists/authors/publishers who must interact with each other over national security matters, as an adjunct to their preparation, whether on the job or in colleges of journalism; and for the public.
